...why run an ad in a local NYC newspaper? Is NYC the centre of the universe? If anything, shouldn't you at least run it in a Washington DC newspaper so that some lawmakers might see it?

Put your marketing material where it'll reach the most eyeballs. The NYC metro area has a population of 20 million people. There is no larger market than that. Washington DC is small and insignificant compared to that.

Especially in the US i don't expect much pro-open software activities from the lawmakers, most are years behind or pro-MS

I guess running an ad in all national US newspapers will be too expensive. Maybe you could try to use other local newspapers too... Would you consider other editions of Metro (for example, capitals of European countries).
