Put your marketing material where it'll reach the most eyeballs. The NYC metro area has a population of 20 million people. There is no larger market than that. Washington DC is small and insignificant compared to that.

If that's Rule #1 of marketing, why not publish in Tokyo or Mexico City? I'm pretty sure Rule #1 is get your ad in front of the most eyeballs that actually care, OP's point. Population is not dispositive. That being said, NYC is still a better choice than DC.
