Pacific Lottery Consultants is a service oriented company that provides assistance to businesses seeking to acquire an Oregon Lottery contract to sell lottery games in their business establishments.

Pacific Lottery Consultants mission is to expedite the application process and save time so you can do what you do best; operating your business. Pacific Lottery Consultants can help clients if you are an existing Lottery retailer. For example,  completing applications for adding "key people" (such as managers or family members) or relocation of the business.

Product/Service Details

Pacific Lottery Consultants ability to help complete the application, conduct a preliminary background check and see that the application packet is complete before submitting it to the lottery for a low flat fee, as opposed to an hourly rate charged by most law firms, is uniquely advantageous to small and large businesses.

Pacific Lottery Consultants can simplify and speed up the application process in the following three ways:

  • First, by using software that will give the forms in your application packet a type written professional look. This is something the Oregon Lottery is not able to provide.
  • Second we will conduct a preliminary background check to see if there are any problems (such as undisclosed arrests by the applicant or someone who has the same name as the applicant with a criminal record) before we submit your application packet to the Oregon Lottery.
  • Third we can perform all these services and review your application packet for errors and ensure it is complete before we send it to the Oregon Lottery.

Pacific Lottery Consultants will charge individual retailers a flat fee of $1500 for the completion of the lottery application and a preliminary background investigation. Hourly fees for individual retailers will be billed at the rate of $200 per hour if further investigation is needed but generally the $1500 flat fee will cover all expenses. Existing lottery retailers will pay the same fees.

Large national chain businesses will also be charged a $1500 one time flat fee. However each additional location (i.e. franchisee or corporate store) that wants to apply for a lottery contract will be charged $180 per hour. National chain businesses with existing lottery contracts will pay the same fees mentioned above.

Traction & Accomplishments

Pacific Lottery Consultants is registered with the Oregon Secretary of State, Columbia Gorge Chamber of Commerce, and we have acquire some office space, office equipment and furniture. . 

During my research for this company I have had positive responses from Lottery insiders and retailers about this concept. I have had especially great responses from law firms and accounting firms who would like to refer their clients to the business so they can get back to doing what they do best; practicing law and accounting.

We are hoping to gain traction through this crowdfunding venture by targeting customers in any small or large businesses such as convenient stores, delis, corporate chain stores, taverns and grocery stores. The money from the crowdfunding will be used to buy software, hardware, more office space, advertising and marketing.

According to the Oregon State Lottery Comprehensive Report for the year 2013 the Oregon State Lottery generated over one billion dollars in revenue with over 3,800 retailers statewide. Retired Oregon State Police Detective 


Bradford Duval retired in July 2011 as a Detective in the Oregon State Police Gaming Enforcement Division / Lottery Security Section after nearly 20 years of service. Over half his career was spent in the Gaming Division. Prior to that Mr. Duval spent 8 years active duty into the United States Coast Guard and 2 years in the Florida Highway Patrol. Duval is now married to his wife Suzanne and is living in Portland, OR.
